Sir:-
The Lords Commissioners of the Admiralty have
connunicated to the Marquess of Salisbury a copy of a
despatch from the Commander in Chief on the China Sta-
tion, with inclosures, as marked in the margin, rela-
tive to an attack by pirates on the British launch
Chang Sha, in the West River, on the 1st. ultimo.
The Lords Commissioners have also communicat ed
copies of these papers to Her Majesty's Secretary of
State for the Colonies.
Lord Salisbury would suggest, for lir. Chamberlain's
consideration, that the Governor of Hongkong should be
instructed to propose to the Viceroy Li Hung Chang
the adoption of the punitive measures proposed in the
fourth paragraph of Vice Admiral Sir E. Seymour's let-
ter to Sir H. Blake of the 3rd. ultimo.
No effective action so far as Lord Salisbury is
aware, has yet been taken by Li Hung Chang for the
Under Secretary of State,
Colonial Office.
